Document Management System Buyer's Guide 2026: What to Look For Before You Buy
Blog Image

Most organizations don't set out to buy a document management system (DMS). They start looking when something breaks. An auditor asks for the latest approved procedure and nobody can find it. A contract gets signed on an outdated version. A senior engineer leaves and takes years of project knowledge with them.

By then, the pressure is on to pick something quickly. This buyer's guide helps you slow down just enough to choose well. It covers the questions to ask, the features that matter in 2026, and a checklist you can use when comparing vendors.

Why the DMS decision matters more in 2026

Three changes have raised the stakes for Malaysian organizations.

  1. Stricter data protection. Under the Personal Data Protection (Amendment) Act 2024, data controllers must now appoint a Data Protection Officer. They must also report qualifying data breaches to the Commissioner within 72 hours. Both requirements have applied since 1 June 2025 (DLA Piper summary). You can't protect what you can't locate.
  2. AI needs clean information. AI assistants are only as good as the content they read. Duplicate files, unclear versions and missing context give poor answers.
  3. Hybrid work is permanent. Teams work across Microsoft 365, email, shared drives and site offices. Information scattered across these places slows every decision.

Step 1: Define the problem before the product

Before you look at demos, write down the three to five problems you need to solve. For example:

  • Staff spend too long searching for the latest version of a document
  • Approvals happen over email with no audit trail
  • ISO or customer audits take weeks of preparation
  • Records are kept longer (or shorter) than policy requires

This list becomes your scorecard. If you're not sure where the gaps are, our free DMS & AI Readiness Assessment helps you benchmark where you stand.

Step 2: Evaluate the core features

Organization: folders or metadata? Traditional systems copy the folder structure of a shared drive. Metadata-driven systems like M-Files organize documents by what they are, such as customer, project, document type or status. The same document can then appear in many views without being duplicated.

Version control. Look for automatic versioning, check-in/check-out and a clear "latest approved" state. This is the foundation of document control for ISO 9001 and similar standards.

Workflow automation. Can you set up review, approval and periodic review workflows without custom code? Ask the vendor to show a real approval flow during the demo.

Search and AI. Test search with your own documents. Ask for natural-language questions, not just keyword matches. If your teams use Microsoft 365 Copilot, check whether the DMS connects to it. M-Files, for example, integrates natively with Copilot.

Security and access control. Check for role-based permissions, encryption, and permissions that can follow metadata (for example, "HR documents are visible to HR only").

Retention and records management. The system should apply retention rules automatically. The international benchmark is ISO 15489-1:2016, which sets out the principles for creating, capturing and managing records.

Step 3: Check integration with how people already work

Adoption fails when people have to leave their usual tools. Ask:

  • Does it work inside Microsoft Teams, Outlook and Office?
  • Can it connect to your ERP, CRM or engineering systems?
  • Is there an open API for future integrations?
  • Can existing content stay where it is and still be managed, without a big-bang migration?

We cover this in more depth in How Microsoft and M-Files Transform Document Management.

Step 4: Choose the right deployment model

  • Cloud (SaaS) is best for a fast start, lower IT overhead and multi-site teams. Watch out for data residency and internet reliability at remote sites.
  • On-premise is best for strict data sovereignty or air-gapped environments. Watch out for hardware, patching and upgrade costs.
  • Hybrid is best for organizations moving to the cloud in stages. Watch out for keeping governance clear across both environments.

Step 5: Look at total cost, not license cost

License fees are only part of the cost. Include:

  • Implementation and configuration
  • Data migration and cleanup
  • Training and change management
  • Integrations
  • Ongoing support, upgrades and administration

A cheaper license with weak local support often costs more over three to five years. For a deeper look at cost factors, read Choosing the Right ECM Solution: Features, Integration, Deployment, and Cost.

Step 6: Assess the implementation partner

The partner matters as much as the software. Ask for:

  • Local references in your industry
  • Experience with your compliance requirements (ISO, GMP, PDPA)
  • A clear implementation plan with milestones
  • Local support hours and response times

How EDMS Consultants can help

Choosing a DMS is one decision. Making it work across your organization is another. Since 1999, EDMS Consultants has delivered 500+ projects for 150+ clients in 15+ countries. We support you from the first assessment through to go-live and beyond.

Solutions we offer for document management

  • M-Files: metadata-driven document management with version control, workflows, AI search (M-Files Aino) and native Microsoft 365 integration. Named a Leader in the 2026 Gartner® Magic Quadrant™ for Document Management, and used by 6,000+ customers in 100+ countries.
  • SmartShare: a cloud DMS built for small and medium-sized businesses. It offers version control, check-in/check-out, audit trails, two-factor authentication and 256-bit encryption, with scan-to-cloud from multifunction printers. A quick start when you don't need a full enterprise rollout.
  • DocuSign: eSignature and agreement management used by 1.8 million+ customers worldwide (Docusign FY2026 annual report). eSignatures are legally recognized in Malaysia under the Electronic Commerce Act 2006, with a few exceptions such as wills and powers of attorney.
  • Nuix: unstructured data analytics that processes 1,000+ file types. It helps you find duplicates, sensitive data and redundant, obsolete or trivial (ROT) files before migration.

How we work with you

  1. Assess. Our free DMS & AI Readiness Assessment shows where your gaps are.
  2. Design. We map your document types, metadata, security and workflows to how your teams work.
  3. Implement and migrate. We configure the system, move your existing content and connect it to Microsoft 365, ERP and other systems.
  4. Train and support. Local consultants train your users and administrators and stay on hand after go-live.

Frequently asked questions

What is a document management system? A document management system stores, organizes, versions and secures documents in one place. It also controls who can see and change them, and keeps an audit trail of every action.

What is the difference between DMS and ECM? A DMS focuses on documents. Enterprise content management (ECM) covers a wider range of content and processes. See How ECM Differs from DMS, CMS, and DAM.

How long does a DMS implementation take? It depends on scope. A single department can go live in weeks. An enterprise rollout with migrations and integrations usually runs in phases over several months.

Does a DMS help with ISO 9001? Yes. It supports control of documented information under ISO 9001. Read our guide on ISO 9001 compliance and digital document management.
